Synopsis
For every project conceived by owners, organisations, and principals, there is a need for a team of professionals that will undertake the project successfully. This team usually comprises of the owners, engineers, architects, quantity surveyors, contractors, material suppliers and so on. The stages of the project are linear from the conceptual stage to planning, design, implementation, and finally to completion. Unlike other management style, project management always have a beginning and an end.; cradle to grave.
In construction projects there are parts that work in the office environment whilst others work at the site. Thus, this created the roles of project managers and construction managers in project hierarchy in every construction project. One needs to distinguish the different roles played by these two personalities. It is the norm that the project manager has the overall responsibility to manage a project in its entirety which include the client organization, the design group, and the implementation and construction group. The construction manager normally works under the command of the project manager who will undertake instructions given by the project manager and he works at site.
This course will look specifically at the roles played by the construction manager at the project site. There will be some duplication roles between the project manager and the construction manager which will be addressed in the course. The roles, functions, challenges, issues and problems faced by the construction manager will be discussed. The course will discuss about the challenges faced by the industry and in particular the challenges in the Malaysian Construction Industry.
The course has included discussions on the new Occupational Safety and Health Amendment (OSHA) Act A1648- 2022 which has promulgated drastic and stringent changes to the original OSHA Act 514 – 1994. This has been gazetted in March 16, 2022 but yet to be implemented. It will be expected to be implemented this year 2023. This course will discuss about risk assessment matrix (RAM) in the analysis of safety at site. Some discussion of site supervision techniques and procedures under the construction manager role are included in this course.

ABOUT THE TRAINER
Ir Fan Hong Poh
The trainer graduated with Honours with a Bachelor of Science Degree from the University of Manchester, UK in Civil Engineering and earned a MBA Degree from Henley Management College, Reading University, UK. He is a Professional Engineer with Practicing Certificate (PEPC) with the Board of Engineers Malaysia and he is a Fellow with the Institution of Engineers, Malaysia. (FIEM) He is also a Chartered Engineer with Engineering Council, UK, a member with the Institution of Civil Engineering, UK (MICE).
His career, spanning 48 years has taken him to several areas in the engineering and construction and facilities industry which gave him the vast experience, know-how and expertise in the fields of Civil Engineering, Project Management, Construction Management, Construction Supervision, Contract Management, Facilities Management, Maintenance Management and the Design of buildings, structures and civil engineering works like roads, highways, STPs, water reticulation system, and sewerage network system.
He has worked in Consulting Engineering Organization, Contracting Organization, Developers, Maintenance Organization, and Supervisory and Monitoring Consultant to the Ministry of Health, Malaysia. Presently, he is a director in a consulting organization.
The trainer had conducted several training courses and seminars for the Ministry of Health, Institution of Engineers Malaysia, Asia iKnowledge Academy and Sunway Bhd and had project managed construction of institutions and schools for the Ministry of Human Resource and Ministry of Education respectively. He contributed facilities management and advices to the MOH and developers.
Besides training, the trainer conducts building survey and forensic studies of structural defects, cracks, leaks, fungal contamination, building services and provided solutions to building owners. He has been active in the remedial and repairs of those building defects as well. He was also exposed to facilities management for 11 years. He has experience in the use of BARIS in the inspection of defects in buildings.
He has been an Author for the book” Privatization of Facility Management in Public Hospitals - A Malaysian Perspective”. In maintenance, he has acquired knowledge and expertise in the implementation of “Computerized Maintenance Management System” (CMMS). With his vast experience, the trainer is well posed to train and impart his knowledge, expertise and experience to participants in the course.

- As a requirement of the new OSHA A1648, the course will enable participants to acquire the ability to carry out Risk Assessment using the risk assessment matrix (RAM) technique given by DOSH
- Have a better understanding of supervision at the construction under construction management.
